PROCUREMENT FRAME

Procurement maps purchase rows to versioned artifacts, licenses, or explicit fulfillment policies. It is separate from the product explanation: buy paths should not make StateMirror sound like a hosted service, policy engine, or compliance guarantee.
Standard, Commercial and Bundle rows are instant artifact-delivery SKUs. Source Access / Continuity remains a manual fulfillment relationship because it may involve source review, continuity terms, and explicit written agreement.
StateMirror Core release versions are separate from StateMirror Standard artifact/package versions. StateMirror Core v1.0.0 includes optional canonical Evidence Lanes plus verification and developer workflow. Procurement rows still describe packaged artifact delivery and license posture, not hosted service behavior or decision correctness claims. Verification means integrity verification, not correctness of application decisions.
State is queried. Decisions are made. Actions remain application-owned. StateMirror does not decide, enforce, evaluate policy, execute workflows, replace observability, or own application behavior. PlanSignal, DenySignal, and ExpirySignal return companion facts for application-owned evaluation.
